Assistant Chief of Police – The Field Services Bureau
Chief Troy Ellison: The Field Services Bureau is comprised of the 12th Street Station, Northwest, Southwest, and Special Operations each under the direction of a Division Commander.

Troy Ellison hired on with the Little Rock Police Department in 1995 as a Patrol Officer, he served until 1998 when he was assigned to the Special Investigations Division as a Detective until 2012. In 2012 he was promoted to Sergeant and worked in the Training Division until 2014, when he served in the Field Services Division in the Downtown and Southwest Patrol Divisions. Major Ellison was promoted to Lieutenant in 2016 and continued to supervise in the Field Services Division, before returning to SID as the Intelligence Lieutenant. He commanded the Intelligence Unit, Major’s Detail, Gun Crimes Unit, Vice Detail and numerous federal taskforce detectives.
Troy D. Ellison was promoted to Major with the Little Rock Police Department in 2021. He served as the Commander over the Special Operations Division. He overseed the SWAT team, School Resource Officers, Special Response Unit, K-9, Airport, Special Events, Youth Programs, Motors, Street Crimes and Hit & Run Investigations.
Major Ellison was born and raised in Little Rock and a graduate of Little Rock Central High School. Upon graduation, he attended Grambling State University and received a Bachelor Degree in Organizational Management from John Brown University. Active in the community, in civic and service organizations, Major Ellison is the current president of the Little Rock (AR) Alumni Chapter of Kappa Alpha Psi Fraternity, Inc. and sits on the Board of Directors of the Diamond Foundation.
Troy Ellison was promoted to Assistant Chief on March 24, 2023.
Assistant Chief of Police – Investigative Bureau
Chief Andre Dyer: The Assistant Chief of Police – Investigative Bureau shall supervise the Major Crimes Division, the Special Investigations Division and 21st Century Community Policing Division.

Andre Dyer joined the Little Rock Police Department in 1995 as a Patrol Officer. His strong determination allowed Assistant Chief Andre` Dyer to matriculate through the ranks, and build meaningful community relationships. In 1996 Dyer moved into the position of C.O.P.P. Officer (Community Oriented Policing Program) where he established a positive presence in the community serving until 2004. In 2004 he was promoted to Patrol Sergeant where he mentored and supervised Patrol Officers, for a year, before being assigned C.O.P.P. Sergeant through 2008. His leadership and mentorship afforded him consistent and progressive assignments. He served as the Mobile Unit Sergeant 2008-2015, Patrol K9 Sergeant 2012-2015, Special Response Unit Sergeant 2005-2015. In 2015 he was promoted to Lieutenant, where he served, Interim River Market Commander 2015, Special Response Unit Commander 2015-2017, Traffic Services Commander 2015-2017, Downtown Patrol, Special Operations- IMPACT, and Staff Adjutant in the Office of the Chief of Police. He was promoted to Major in July of 2021 and assigned as Commander of 12th Street Station.
Assistant Chief Dyer shared that he has been tested under the most extreme pressures related to physical, mental and emotional demands in each role. During his tenure, he has led community outreach events and initiatives such as Shop with a Cop, and the St. John Baptist Church Food Giveaway. Dyer holds a Bachelor of Science degree in Education from the University of Central Arkansas. He has obtained several law enforcements certifications and served as Vice-President of the Black Police Officers Association 2018-2020. Major Dyer was the Overall Class Leader of Little Rock Police Recruit Class #46 and his awards in the department include the Chief Lawrence Johnson Leadership Award 2008, LRPD Officer of the year 1998, three-time Officer of the Month Award, six-time Unit Commendation Award, and over 45 Letters of Commendation from both civilians and supervisors.
Andre Dyer was promoted to Assistant Chief on March 24, 2023.
Assistant Chief of Police – Executive Bureau
Chief Michael Miller: The Assistant Chief of Police – Executive Bureau shall supervise the Training Division, Headquarters Division, Records and Support Division, Professional Standards Division, Administrative Services Section and Crime Analyst Supervisor.

Assistant Chief Michael “Joe” Miller joined the Little Rock Police Department in October 2000. Upon graduating from Recruit School #57, he was assigned to the Southwest Division and later to the Downtown Division, where he gained the majority of his patrol experience.
In 2006, he was promoted to the rank of Sergeant and assigned to the Northwest Division. He subsequently served as the Adjutant Sergeant for the Downtown Division under the leadership of Captain Dustin Roberson. He later transferred to the MOBILE Unit as a Sergeant and then to the Northwest Property Crimes Unit, where he served until 2014.
In 2014, Assistant Chief Miller was promoted to Lieutenant and assigned to the 12th Street Station. He later returned to the Property Crimes Unit. In 2016, he was selected to develop and establish the department’s Emergency Management Unit—making the Little Rock Police Department the first law enforcement agency in Arkansas to implement such a unit.
Assistant Chief Miller later served as the commander of the Homicide Unit before being promoted to Major in 2019, where he led the Northwest Patrol Division. He also served as Major over the Headquarters Division prior to his promotion to Assistant Chief in 2022.
Assistant Chief Miller holds a Bachelor’s degree in Criminology from Arkansas State University in Jonesboro. He has earned numerous law enforcement certifications and serves as an instructor for both the Little Rock Police Academy and the Arkansas Criminal Justice Institute. He is a graduate of the Southern Police Institute’s 141st Session of the Administrative Officers Course, the FEMA Emergency Management Academy, and the Criminal Justice Institute’s Arkansas Leader Course.
Throughout his career, Assistant Chief Miller has received numerous commendations from both civilians and supervisors. His honors include the Departmental Life Saving Award and the Chief Lawrence Johnson Leadership Award.
